T. Scott Newlon

Scott Newlon is an authority on transfer pricing and international taxation. He has provided expert analysis to U.S. and foreign-based multinationals and to the IRS and foreign tax authorities. He has assisted clients with economic analysis of tax legislation and presented his analysis to Treasury Department and Congressional committee staffs. He has testified before the U.S. Tax Court and the House Ways and Means Committee.

Prior to joining Horst Frisch, Dr. Newlon was a Principal at KPMG LLP, where he directed the Mid-Atlantic economic consulting practice. Before that, he was a senior economist at the U.S. Treasury Department. While at Treasury, he was a principal author of the 1994 final Section 482 transfer pricing regulations. He was extensively involved in the development of the OECD Transfer Pricing Guidelines, and led the U.S. delegation to the OECD Working Party on the Taxation of Multinational Enterprises for two years.

Dr. Newlon has published numerous articles in professional journals and books on international tax issues and transfer pricing. He has been a speaker at many professional conferences.

Dr. Newlon received M.A. and Ph.D. degrees in Economics from Princeton University and a B.S. degree in Economics from the University of Delaware
