About Us

Established in 1988 by Thomas Horst, Horst Frisch Incorporated provides independent, expert advice to clients facing complex economic issues involving transfer pricing and other tax issues, oil and gas pipeline regulation, and similar matters.

Daniel J. Frisch joined the firm in 1991. In subsequent years, Barbara L. Rollinson, R. William Morgan, T. Scott Newlon, Thomas E. Meyer and Lesley Cameron became Managing Directors. The result is, we believe, a consulting firm with an unrivaled reputation for independence, intelligence and expertise.

Our combined experience includes many years of service in the Treasury Department’s Office of Tax Analysis; multiple instances of expert testimony before the Tax Court, the FERC and other venues; participation in numerous tax conferences and forums; and the publication of respected books, papers and articles.

Horst Frisch offers clients unparalleled access to the Managing Directors’ extensive experience and expertise. Unlike larger firms where the senior personnel are highly leveraged, Horst Frisch Managing Directors remain an integral part of every project.

We believe that successful analysis of complex economic issues cannot be obtained at the push of a button. Horst Frisch does not sell “products” or one-size-fits-all solutions. Instead, we develop creative approaches that are tailored to the facts of each case. We believe there is simply no substitute for experience, intelligence, and personal knowledge in analyzing the complex situations that our clients face.

The Managing Directors of Horst Frisch are supported by a staff of three Associates, four Analysts, and three administrative staff. Our Associates – Edith Brashares, Richard Bruch and Liang Che – are senior professionals with extensive experience at Horst Frisch. Together with our Analysts, they are an integral part of our ability to provide our clients with high-quality and cost-effective service.
